COMPLIANCE & ARCHIVING
December 20, 2024 • 14 min read • ISO Standards
PDF/A-4 (ISO 19005-4) is the latest standard for long-term preservation of electronic documents. Released in 2020, it represents significant improvements over previous versions for modern document workflows.
PDF/A Evolution: Understanding the Versions
PDF/A-1 (2005)
- First standard for archival
- Two conformance levels: a, b
- Very restrictive
PDF/A-2 (2011)
- Added JPEG2000 support
- Allowed embedded files
- Three conformance levels
PDF/A-3 (2012)
- Allowed any file attachments
- Popular for invoices with XML
- Same conformance as PDF/A-2
PDF/A-4 (2020)
- Based on PDF 2.0
- Removed unnecessary restrictions
- Added F conformance level
Key Changes in PDF/A-4
1. Based on PDF 2.0 (ISO 32000-2)
PDF/A-4 inherits all improvements from PDF 2.0:
- Better Unicode support
- Improved encryption options
- Enhanced accessibility features
- Better color management
2. Removed Unnecessary Restrictions
Unlike earlier versions, PDF/A-4:
- Allows transparency: No longer prohibits transparency effects
- Allows JavaScript: For interactive forms (with limitations)
- Allows some encryption: For password-protected embedded files
- Allows richer metadata: More flexible XMP usage
3. New Conformance Levels
- PDF/A-4: Base level for visual preservation
- PDF/A-4E: For engineering documents
- PDF/A-4F: For files with embedded content
- PDF/A-4U: For accessibility (UA compliance)
PDF/A-4 Compliance Checklist
- Font Embedding — All fonts must be embedded (except standard 14 fonts)
- Color Space Specification — All colors must be specified in device-independent color spaces
- Metadata Requirements — XMP metadata must include specific identification fields
- No LZW Compression — LZW compression is prohibited (use Flate or JPEG2000)
- Logical Structure — Document must have proper logical structure for accessibility
- No Encryption (with exceptions) — Main document cannot be encrypted (embedded files can be)
How to Validate PDF/A-4 Compliance
Step 1: Choose Validation Tool
- VeraPDF: Open-source, comprehensive validation
- Adobe Preflight: Built into Acrobat Pro

# Check specific requirements
verapdf --format text --flavour 4f document.pdf
Step 3: Review Validation Report
- Conformance level achieved
- Failed requirements list
- Warnings for potential issues
- Validation date and tool version
Step 4: Fix Issues
- Embed missing fonts
- Convert color spaces
- Remove prohibited features
- Add required metadata
Common PDF/A-4 Validation Failures
Issue: Missing Embedded Fonts. Solution: Use PDF editing software to embed all non-standard fonts. Our PDF optimizer can handle this automatically.
Issue: Device-Dependent Colors. Solution: Convert RGB/CMYK to device-independent color spaces (CalRGB, CalGray, Lab).
Issue: Missing XMP Metadata. Solution: Add required XMP metadata fields including PDF/A identifier.
When to Use PDF/A-4
- Legal documents: Contracts, agreements needing long-term validity
- Government records: Archival requirements often mandate PDF/A
- Financial documents: Invoices, statements for compliance
- Medical records: Long-term patient record storage
- Engineering drawings: PDF/A-4E specifically for CAD files

Migration from Older PDF/A Versions
- Validate current compliance: Check which level they meet
- Assess need for upgrade: Not all documents need PDF/A-4
- Convert in batches: Use automated tools for large archives
- Verify after conversion: Always validate the output
Conclusion
PDF/A-4 represents the future of document archiving with its balance of preservation requirements and modern feature support. For enterprise document management, implementing PDF/A-4 validation ensures long-term accessibility and compliance.
Remember: Validation is not a one-time process. Regularly audit archived documents and update validation procedures as standards evolve.
